When i turn it on it just stays on my wallpaper and nothing else happens.

take you wall paper off, or system restore and restore to a point before you're problem

Try pressing the Windows key or press Ctrl + Esc and see if the Start menu appears.
Bring up Task Manager by pressing Ctrl + Alt + Delete and click on the Processes tab to see if there are any processes running.

Once it has loaded onto your wallpaper
>press control, alt, + delete
> Go File > New Task
> Type in "explorer.exe"
see if that works

Restart and constantly hit F8 sending it into safe mode.Now use system restore and go back as far as needed.

You may need to turn of your wall paper program it might be taking up to much ram when you are booting up your PC.
