The currently accepted "best way" is using clove oil:

Freezing or ice baths are now considered to be inhumane.

Check the date on the book, most likely it is at least 10 years ago it was published, therefore the info is out of date. By putting a fish in the bucket of ice water, you are causing a major shock; therefore the fish is suffering. There also is the possibility of the fish not dying, but just freezing them temporarily. The most humane way to kill a fish is by using clove oil.

Depending on the size of the fish a sharp blow to the head the larger the fish the less effective even decapitation is a slow process especially as the head can pretty much survive decapitation for awhile depending where you start the cut and what type of fish it is. There is no simple way to kill a fish unless you want to lay money out on a stun gun and do it that way at least with the freezing method with tropical fish it is quick and painless (if fish feel pain in the manner we attribute)

As for killing a fish if its a matter of putting it out of its misery or killing it to remove it from the tank and contaminating the other fish? its up to you.

it is true that ice water will kill a sick fish quickly and somewhat painlessly because the fish will go into shock as soon as it hits the water and it will be dead within a minute or so. however, it's not true that you should kill off all sick fish because there are usually treatments and they usually fix the problem.

Well, would you rather cull a fish or see it slowly die? Answers it yourself. There is no wrong answer.
