I know I can flesh it out and add more characterization, but I think it might just be a short film or cartoon. Is anyone aware of any screenwriting competitions that have a short script category?

Well, is your story focused on just your protagonist and antagonist. Is there enough going on with the supporting characters? Is there a side story that could be developed without being distracting? Could it add to the main plot and somehow be a major factor to it's development in the end? Is there enough there to make us care about your protagonist in different aspects and not just his/her main mission?

Just some stuff to think about :-)

Have you looked into 'Project Greenlight' and 'On The Lot'? If you can film the project, you can enter it asa short in many different festivals, just be aware of their submission deadlines.

Good luck!

If you think it is good as it is film it and then enter it in a film festival, they don't need to be very long but if you think it could be longer then make it longer because then it could be a real film.
Good luck!

Lots of them. If you can, and want to expand it. If not leave it as it is and get started on your next one. A writer writes.
