Answering the 2nd part of the question --
Lunar eclipses happen roughly twice per year. They may be partial eclipses, and not visible on every part of the earth when they happen, but the basic celestial alignment occurs twice per year (sometimes 3 of them get squeezed into 1 year when the first one happens at the beginning of January).

Every 29.5 days. Also the same period (but 14.75 days before/after) for solar eclipses.

If the moon's orbit was not tilted, that would mean that the sun, Earth, and the moon were all rotating in the same plane. If so, then every time the moon passed between us and the sun, it would cast a shadow onto Earth, causing a solar eclipse. Also, every time the moon rotated 180 degrees from that position, it would pass through the shadow of Earth, thus causing a lunar eclipse.

moon orbits earth in 27.3 days or so. (wikipedia) we rotate the sunlight in 365. (quite plenty common fact =D) thats 13.4 opportunities according to twelve months if the moon's orbit grow to be at present horizontal or vertical around the earth. (precise?) dunno. the two way... it relies upon on the place you're on earth (like this previous lunar eclipse. europe in all possibility didnt see it because of the time (rotation of the earth) and we cant substitute the actual shown fact that its on a tilted axis. plus if it happens each and every time we get an entire moon, that kinda devalues it, doesnt it? i think of its cooler in the event that they only take place so many times =)

The moons orbit is every 27 days 7 hours....

This isn't the EXACT answer due to the earths orbit around the sun changing the angle.
