The first two conflicting answers are due to the confusion with this common name. The giant African sulcata tortoise shares that name "spur thigh" with the smaller Greek tortoise. For the last several years, to avoid confusion in the pet trade, the sulcata has been given the common name 'sulcata tortoise' and 'spur thigh' has been kept for the smaller Testudo graeca. It would be a bit of a nightmare to get a Sulcata by accident when you were expecting a spur thigh

The African Spurred Tortoise (Geochelone sulcata)
The Sulcata is the third largest species of tortoise in the world, and is the largest of the mainland tortoises. Adults are usually 18 inches in shell length, and weigh 70 to 100 pounds. Specimins with 24 to 30 inch long shells weighing 150 pounds are not unknown. They grow from hatchling size (2-3 inches) very quickly, reaching 6-10 inches within the first few years of their lives. An adult sulcata will need a great deal of space. Several web sites list the record size between 230 lb and 240 lb.

We have a spur thigh tortoise, he has been part of the family since way before i was born, he is now about 50 as far as we can figure out and he is about a foot long - but he can stretch his legs much longer if it means climbing the step into the kitchen! And he is about 8 - 10 inches tall. I dont know how heavy he is but he has put on weight every year and is still growing too - he has got more scales on the top of his shell than he used to have and they are getting bigger every year. But he isnt going to get hugely bigger than that, it takes him a few years to grow and inch!

They are very large when full grown and will need proper outdoor housing, heating, room to roam, and lots of food. The babies are cute when little, but they grow very fast. Pet stores don't tell you this.
