With any sibblings, especially twins, it is often difficuilt when the names are so much alike. And with twins they really need their own idenity.
How about...
Jessica & Monica
Jenna & Krista
Jenna & Lily
Jessica & Mandy
Jessica & Rosie
Lily & Jenna
Jessica & Miranda
Jenna & Breanna
Kate & Rose
Sara & Katie
Jeccica & Grace
Ruby & Lily
Jessica & Elsa
Lacy & Jenna
Mindy & Jessica
Morranda & Jenna
Jenna & Krista
Jessica & Ruth
Jeana & Ruby
Jessica & Ruby
Ramey & Jenna

My 2 yr old is named Jessica Lauren. We call her Jess, which fits her much better than Jessie (besides, my father-in-law's name is Jesse). Then again, there are lots of J names to pick from: Julia, Johanna, Jamie, Jolie. Or you can go with other names too. Both names don't have to start with the same letter as long as you like them both.

Jane and Jena are anagrams.
Aurora and Dawn, both mean "dawn"
Cara and Mia, Cara means "beloved" and Mia means "my" so together they mean "my beloved"
Grace and Hannah, both mean "grace"
Or maybe Jenna and Julia or
Jenessa and Jessalyn.
I like Jessalyn better than plain old Jessica.
Congratulations.
