A significant issue is that many colleges time players by hand, which typically records inaccurately low times. Because human reaction time is slow, this typically takes as much as 0.25 seconds off a player's time.

Now, times are recorded electronically.

As a general rule, only 40 yard dash times recorded electronically can be considered accurate. This method is used at the NFL Combine. However, because this method usually records correct, slower times, many players in recent years have declined to be timed electronically, preferring to be timed in personal workouts where they think they will get a more favorable time by hand.The fastest time officially recorded by the NFL was 4.29 seconds by Cameron Jobe in 1989, although the NFL did not begin electronic timing until 1990. In the electronic timing era, the fastest recorded time at the NFL Combine was 4.25 seconds (hand time) by cornerback Fabian Washington in 2005. However, his official time at the 2005 Combine was 4.31 seconds. Most other times close to 4.0 are untrustworthy due to the use of hand timing.

I read an article some time ago from a 25 year NFL scout. In it he stated that almost all 40 times are exaggerated just like the height, weight, and vertical jump numbers are. In his 25 years the fastest time he ever personally recorded was a 4.33 by Tim Brown fresh out of college. That 4.19 that some claim Deion had was probably more like 4.3. He also said that many guys were in that 4.4 to 4.5 range with shorts and spikes on but as soon as you added even a helmet and shoulder pads they dropped into that 4.5 to 4.6 range quickly.

The fastest 40 time at the NFL combine was Fabian Washington with a 4.25, but the fastest an NFL player ever ran was Bo Jackson with a 4.12.

Chris Johnson has the fastest 40 ever officially recorded by the NFL with a time of 4.24. 40's done by hand clocks are not accurate at all. That's why you see college players that reportedly run in the sub-4.4's routinely running in the 4.5's or higher at the NFL combine. That being said, supposedly Deion used to run sub 4.2's but like I said, that was done by hand so he probably ran a lot closer to a 4.3.

The NFL only began using electronic timing in 1990. all time recorded before that are untrustworthy because they were hand timed. the fastest time since 1990 (electronic timing) was Fabian Washington (just like everyone is saying) with a time of 4.25 seconds. players like deangelo hall, BO Jackson, lavernaneus Cole's, Darrell Green and Michael Bennett have all ran between 4.1-4.2 however they were hand times and inaccurate.

This is a very good question and i don't know for sure either. BUt, it seems Willie Gault ran a 4.0 or something like that when he played for the raiders.
