i am buying a new motherboard and the ram should be pc6400.(it actually has no ram in it now). can I use pc4200 ram

It will work, but it isn't strongly recommended.

Also - if you mix 2 speeds of rams, the computer runs the ram at whatever speed is in the first ram slot, so make sure your slowest ram stick is in the first slot!

It depends, you should look over the specs of the motherboard carefully to see if it would.

Typically, if it can support PC2-6400, then you can install slower standards of DDR2 RAM if you desire to.
