I'm not sure I understand exactly what you are asking, but I'll try to answer anyway.
European imperialism created an environment where those living under its oppressive rule were placed in a position where it was impossible for them to prosper and enjoy the fruits of their own labor.
The citizens of the British colonies of North America suffered a similar type of rule under British Royalty.
They overthrew the British tyranny and formed the U.S.A.
The people of Latin America had the same need and desire, only they were unable to form new governments with freedoms and a constitution like that achieved under the leadership of the founding fathers of the United States.
They have replace the tyranny of European Imperialism with other tyrannies. Each Latin American nation has its own problems. No two are alike but they all share in the same need to adjust their systems to permit more justice and opportunity.
The U.S.A. is likewise in need of improvement, but it does well and prospers as a result.
