Pants should always be out of your boots. Always. Boots are totally common here in the western US. Any guy wearing jeans tucked in would definitely get some looks.
You have to have boot cut jeans, and a good rule of thumb is to add an inch to your regular inseam length to account for the extra height of the boots/heel. The traditional look is for your jeans to cover your boots like they would normal shoes, at minimum down to the heel but preferably covering part or most of the heel too. You need jeans with a wide leg opening for this (boot cut) to happpen, otherwise the small leg openings can't go far enough down and you'll end up with 3" of boot showing which looks almost as bad as wearing boots with jeans tucked in.

I prefer to leave my jeans out. Always be sure you buy boot-cut jeans. A straight leg may not go over the boots.
