Depending on the definition of "smart".
If terms of IQ "excessively smart" means having an IQ higher than 140. Check the gauss distribution in the link below and you'll find the percentage.

Define what you mean by "excessively smart".

Off hand, I would say 0%, since it's impossible to be "too smart". However, if you mean something else by "excessively", then the answer may of course change.
