i thought of not answering your question..
but i answered it anyway..
was it good?
:-)

well kidding aside... thinking is the catalyst..
action is the catapult... since you used the world "do"
it's plainly an action...
but an action needs to be fueled by an intention..
sadly not all good intentions end up with good actions..
& some bad actions may seem to manifest with good actions,
but they're merely a smart maneuver or manipulation.
still bad anyways..
so the thought wont matter until you act upon it..
your thoughts are yours alone.. it's up for you to share it with what you can do.
i just hope it's not just for your own GOOD but for others as well.

i hope i answered your personal question..
you can actually send me an email anytime i want to..
Have a great day soul shine!
God Bless!

I don't "think" this was a question regarding the consequences of the action. (Someone seems to have.) I'd have to say that ACTIONS do more. Think first, of course. But whether the actions are "good" or "bad" is subjective. You think? Think carefully, then ACT as wisely as you can. Just thinking has no impact on anything.

Edit: Thinking is essential to one's personal insights, this kind of thinking doesn't always require action--but sometimes does. I didn't mean not to think!

Neither.
Why?
Ideally,in terms of the human experience one cannot be without the other. We are thinking animals-that is our boon, that is our curse.Thinking is a form of pre-action if you will.We are conditioned to believed that each person "thinks" before he/she acts-weighing in the pros and cons, ideally one that benifits him/her
But there is the rub?.What is good for one is not necessarily
good for the other.
Intentions, motivations are the more salient factors.

I
