After WWI Germany suffered the worst inflation in history, and their money became worthless. People were desperate, and small private armies formed. Hitler promised law and order, and said that Germany had been "stabbed in the back."
People were desperate for someone to get people to work and bring some order.
Socialists, communists, monarchists, anarachists, and many others opposed fascism while they could, and eventually were killed.

Fascism is a reaction against Liberalism, Socialism, Reason, Secularism and other such isms. The results of the Enlightenment are the problem to Fascists.

But keep in mind, to a Fascist the ends will always justify the means. So, Hitler conducting the largest expansion of the welfare state the world has ever seen is not hypocritical.

Against it were the Western Democracies and Eastern Communist states because the three sides, once fully realized, are mutually exclusive.

It was a reaction to Germany losing World War 1 and the Jewish people just were scapegoats.
