The rules of succession are that the next in line ascends the throne at the death of the monarch;a monarch is supposed to reign for a LIFETIME.This job is considered a serious duty and can not be lightly thrown off;it was very chaotic during the time of the Edward and Mrs. Simpson abdication- fiasco.King George V, even though he knew that his second son,Bertie and his granddaughter,Elizabeth II would be better for the throne than Edward,had to follow tradition.
Charles will become King in good time;some monarchies are short reigns because that's the way it is! Charles knows this and has to accept it.

Although it is traditional in some European royal families to abdicate in favour of your children, in Britain it has never been done as tradition (Kings have abdicated but never to pass on the throne). Traditionally Monarchs have reigned until they die.
If the Queen was incapacitated in any way, then Charles would take on most of the duties of a monarch (he already has the right to conduct investitures) and he would be a regent (as the future George IV was under George III) rather then King until the Queen died.

no longer likely. William is next in line after Charles and, in need of shoving Prince William down a manhole and dropping an anvil on him, he's going to be the king after Charles is long previous. William might desire to go with to no longer be king, as Edward VL did, by skill of abdicating, yet he can't be stopped from being king if he so desires.

The fact that his mother, the Queen, is still alive serves as quite an obstacle to his ascension to the throne.
The Queen can either "retire" by abdicating the throne or she can remain in her position until she dies. It would appear that she has chosen the latter of the two options. I would imagine if she became incapable of ruling that there is some provision that would allow Charles to ascend.

His mother is still alive and she is the Queen. There are even some people who believe that he might die before his mother which means that his son would become King when the Queen died.

Prince Charles and Camilla were at my school today - look out for the Sandwick school in the paper and on the news. Am in lots of pictures!
