Parents don't issue birth certificates: a government agency (Department of Health or whatever) issues it. You need to contact the Government agencies for where this adult was born.

Go to the town where you were born or contact the state where you were born. I got a copy of my birth certificate from the state of Ky on line. I bet you can too. I was born in Ky. You have to provide the info, like parents name, place of birth, ect.

in some states you contact the bureau of statistics in your state. It doesn't matter if your parents are alive or not. This happened o me a few years ago when planning trip to Canada. I picked up one same day. all you need is proper identification
