The rules book changed the definition of the strike zone in hte mid -80s. When MLB umpiring melted the AL and NL staffs together after the 1999 season, MLB offices said to call the pitch 2 inches above the belt as the top of the strike zone(direct conflict with the rules book). MLB sent a memo to umpires shortly after spring training started to rescend that idea and tell the umpires to continue with the fine job they are doing.

They never increased the size of the strike zone. A few years back the umpires were instructed to call strikes in accordance with the rules which is at the knee's to the numbers. Since than most umpires have gone back to their own preference which is at the belt down to the knee's and major league baseball has not said anything further.
