Yes, the sound could very well be a bad fan, and the problem is from over heating.. Take off one of the sides of the case to get some air circulating, and add more fans / replace broken fans.

I bet you have had this PC very close to a wall or have blocked the exhaust path of the air flow or another cause it is too close to a radiator.
ask your self these questions
Dose the room feel warmer than usual.
Is the PC when working seem very hot.
If it's yes to any of the above you have probably damaged either the memory or the CPU graphics card.
Leave for an hour in the coldest room in your home. make sure you have at least 8-10 inches of space around the PC in others word leave plenty of room for the PC to breath.
Start the PC again if the same error beeps occur then you have a bad problem take it back to where you bought it.

Put something like 'pc beep codes' into google and you'll find the answer. When a pc boots it checks various things - memory, graphics hardware, keyboard etc - and uses beeps to show what the problem is. It may only be that your keyboard has come unplugged, but it could be something inside has unseated or worse case, busted. If it's overused, then it is possible it's just given up, but usually you would hear the fan complaining, or it wouldn't power up at all, or would get slower and slower.

The beeps on restart are telling you what the problem is - you need to search for the beep codes that correspond to your BIOS system - 1 beep denotes all is OK but continued beeping indicates a serious problem with a piece of hardware - the BIOS codes vary slightly from manufacturer to manufacturer. So you will need to know your BIOS version and maker

if its brand new send it back
there has gotta be a warranty on it, at least a 90 day
also where did you buy it? from a local shop? a company like Dell, HP, Gateway....? did you piece it together yourself?
try upgrading the cpu fan to one that is piped
check all connections in the computer
monitor the temperature(if a thermostat is in it)
also maybe add a better exhaust fan to it, (or what i do, take the side panel off and put a box fan, with a screen on the side that air come out of to filter dust,) and put it blowing in the computer

Try taking out your memory and putting it back in. If the memory is bad it will beep like you are describing. You could press on all the boards in it also to make sure they are seated. Shipping sometimes makes things work their way out. If it is brand new it should not be dirty enough to overheat. Check to make sure all the fans are running. Also if it is still under warranty take it in and have it looked at.

Hi. Let the tower cool for an hour and try again. If the problem is gone you need a better cooling solution. Usually just some case fans.

It sounds as though it's the power supply playing up, could be due to overheating - so stop trying to start it up! You could terminally damage any of the components in there. Get it checked out by someone who knows what they are doing

It does sound like a fan issue. Open the case and consider each and all of the followers. in the event that they seem to be they're grimy or packed with airborne dirt and dust, they could desire to be wiped sparkling. the perfect thank you to maintain the in the computing device sparkling is to apply compressed air. you're able to desire to purchase compressed air in cans from anyplace that sells computing device areas. determine the computing device is off earlier you blast it with the compressed air. If it nevertheless makes noise once you sparkling it with the compressed air, then see if the fan could be bumped off and supply it a sprig with a lubricant. If that doesn't artwork, then you definately could desire to replace the fan a.s.a.p.
