In 1800 there was no unified Germany, that came about in 1871. Berlin was just the capital of the Kingdom of Prussia, one of the most influential German states, and only became the capital of the German Empire in 1871.

Vienna was the capital of respectively the Holy Roman Empire, the Empire of Austria (1806), and the dual-monarchy Austria-Hungary (1867).
