fdisk to start fdisk
follow the menu choices.
I recommend a graphical fdisk program like norton disk doctor, or partitonmagic.
you easily kill the whole drive with 1 wrong choice.

Assuming you have unallocated space, you can use fdisk from MSDOS (not command prompt in windows) to allocate it to a new partition.
Within WinXP pro and Vista you can use Microsoft Management Console (mmc.exe) Disk Management Snap-In.
Go to Start->Run. Type "mmc" [Enter]. File->Add/Remove snap-ins and select disk management. Right click on the unallocated disk space and create a partition. Pick a free drive letter.
Your other option is to use the command "subst" to point a 'virtual' drive letter to a folder on a physical partition. For example "subst g: c:\mypics" will make g: represent c:\mypics.

You can only create a DOS partition on a freshly formatted drive. After OS (operating system) is installed : Win98,WinXp, WinVista; you can no longer make any partitions. If you have ALL your original disks: OS and Programs or can borrow from buddy. Copy ALL your important files on an external drive to your computer, unistall every thing and format your drive THEN make tha partitions you want then reinstall your OS and Programs, then transfer all your files. Whew, I just did this recently. Took a whole weekend. Then install good antivirus , firewall, antispyware, antimalware. My system works great. Do any hardware upgrades after install. Like more memory.....RAM

I don't think you can boot those from the command prompt. You will need a Multi-boot program to allow you which one to select to boot up. DOS can only access something like 3Gb Hard disk space maximum. Win95 and Win98 more. But I'm not sure why anyone would want to run both Windows OS's when you can use the "Compatibility" setting in Windows to set a version.

WinXP: diskpart
however, you will need a boot disk or something, since you cant mess with the partitions while using that partition
those are the 3 operating systems i have used, so I'm not sure on the other ones, but its a good chance its fdisk

If you have to ask anything about DOS then don't need to know it. DOS is not very forgiving and you COULD delete everything in a split second.
Why don't you create another partition in the GUI instead?

Fdisk.exe is the most common partition utility, although there are others such as Partition Magic, etc.
