Well, raw data is usually in the order taken, say the pile of sheets of paper or when precincts called in, etc.
Ordered data is arranged by some method - time collected, location, size of data. The latter is used when one of the markers is to be the median - the center of the data gathered. In the case of voting precincts, arranging it by precinct number is ordered, but not very useful. Arranging it by precinct size might allow cross checking voting patterns or delays in delivery of the results, etc.

Raw data is not "ordered", i.e. it is viewed as completely random and has virtually no value outside of just being "data"

An Ordered Array is a SET of data that is arranged based on some specific set of rules. As such, as a "clollection" of data, it provides more value than "data"; it provides some base level information or facts.

Remember, data, at it's lowest level, is raw. Then comes ordered data, then data can turn into facts or information (which become more valuable and usable). Information when put in context becomes knowledge, etc.... (not that you asked that :( Sorry).

Raw data is the collected data before being cleaned and checked for error and inconsistencies.

raw data is what is entered

data is what you have after it gets compiled/sorted, etc.
