the issue is she accidently found drugs in her brothers school bag and her intention was to help him find his keys when he was going to skul and the drugs are illegal .the boy is 19 yrs

You see I do understand this situation and wheter it is actually you or your friend who found drugs in his/her brothers bag then I would suggest you to :
First talk to your brother in a very calm and understanding manner.
Second (next day after talking) keep searching every nook and crannie corners of his room to see if he had hidden the drugs elsewhere.
Third spy on him at school and wherever he goes to see if he is invovled with anyone else.
Fourth if he is again found with drugs then threaten him that you will report the matter to your parents.
Fifth (after parents scould him or punish him) if you again find him with drugs then (so sorry to say) DONT GIVE A DAMN ABOUT HIM AND GET ON WITH LIFE.
No offence but these are my step by step tactis to solve the problem. (sorry for the last part)

Telling parents about drugs is really difficult. Suggest that your friend tell the counselor at school about the drugs.
Yep. It's illegal. Yep she can get in trouble just as bad as her brother.

tell her to talk to her brother and let him know she found them.I know this sounds lame but she's gonna have to tell her parents.

she should ask what they were doing there and if they were his. cause you dont want to blame him of something that isnt his. but calmingly ask him.
