The answer is B) 3(x2+1)

because,
in 3x2+3, all we can do is factor out a 3.

So when we do that, we get

3(x^2 + 1)

What do both terms have in them. The first is 3 * x * x. The second is 3. The only thing in common is a 3. Remove it from both terms.
