Should work ok, plenty of them running on that spec.

Ram would be the only thing I would upgrade just in case you going to do anything else in particular other then Internet and email. You already have 256mb Ram. If oyu buy another 512mb you should be good to go for a long time.
Side Note: Ram upgrades increases a PC speed the most. So anytime you upgrade Ram should be first.

If there is no virus on it, it should work fine. But if you upgrade to at least 512 you will like it better. Circuit City has good (cheaper) RAM prices. 1 Gig would be even better and not have to worry about speed for a long time.

I had the same configuration (with Windows XP Pro and a P4-2.40 GHz) until very recently. It was a bit slow, because in Windows you have to run security software and all. Still, it will be OK if you follow these steps:
http://pctonic.blogspot.com/2007/05/speed-up-your-computer.html
If you can add 128MB (or even 64MB) RAM somehow, it will become quite faster.

That should be good, if you plan to restrict it to internet and e-mail ONLY. I am running one with the exact same configuration and mine works pretty fine. But remember, the more processing power, the merrier :)
One important factor is your processor. Please make sure that it is atleast 1.5Ghz or better (in case of Intel) and correspondingly for AMD or other proc manufacturers. I use a 1.5Ghz and it seems to run pretty good (but not too good)
(Note, if you are going in for multiple core procs then the clock frequency may not be the deciding criteria)

As stated above, it would work but more RAM would be advisable. Don't forget that any security products you run would also require RAM as well as any applications you would need to accompany your email (example of this would be Powerpoint Viewer to view .ppt or .pps attachments received via email)

It would work OK, but upgrading the RAM to 512 megs (or more, if possible) would be a big improvement.

do-able and us-able for most of what you need, although I think your downloads off the internet, if you do them, would be slow.
512MB is really cheap these days. Consider adding that if its slow and it'll cost less than $100, I believe and then be perfect.
Cheers.
