Is the function (10-0.1x = h) expressing h as a function of x? If not please express h as a function of x. thanks

Yes, h is expressed as a function of x. i.e. you do arithmetic on the x value and come up with the h value.

10 - 0.1x = h
100 - 1x = 10h
100 - 10h = x

x = 100 - 10h

This is now x as a function of h. You do arithmetic on an h value to come up with an x value.

Yes, but you'd turn it around so that h = -0.1x + 10. Either way is appropriate, but this is standard.
