considering where we are, nothing is silly

No, it's definitely not silly (unless she's pulling some sort of reverse psychology kind of thing where she really wants to flaunt her bustiness).
My daughter's best friend had a very ample bosom while still in primary school (she also started her period at age 11) and both boys and other girls teased her unmercifully.
I've had friends whose breasts were so big they actually had reduction surgery to stop suffering from backaches or bra straps painfully cutting into their shoulders. (And they also got scornful comments from other women who said they'd give anything for bigger boobs!)
Unfortunately, some people, particularly in the western world, are breast fixated and seem to think they have a "right" to stare. I know it's difficult, but the best thing to do is simply ignore them. They're jerks!
Any if anyone "crosses the line" (with comments or physical actions), that's a form of bullying and/or harassment. Call in a teacher or other authority figure to deal with the offender(s).

Well your friend is very conscious and it makes her feel uncomfortable. Some women luv to show those puppies off, while others have a problem like your friend does.36C is not that big and they are just right... So the best thing is to either get a reduction or have her wear multiple layers of clothes to cover them up. As her friend you should make her feel better and give her your support. It is obvious like bam they are going to be in peoples eye views as they are talking to her...even a guy drowling or so for them.
Tell her stuff like damn I wish I had those or give me some....
Joke about or if you feel like she does have a big issue then tell her to consider a breast reduction.It will make her feel more comfortable with her self.
So tell that girl to shake and flaunt what her mama gave her:)

Yes, if I were female and had 36C boobs, I would be in heaven, they are almost close to being perfect. If people want to look, tell her to keep her head up and be proud!

It depends. If she's like 12 yrs old then that's just weird. If she's over 16 then it sounds normal.

What I find interesting is how pre-teen girls work towards making their breasts noticeable....only to years later go ultra shy once nature grows them to where they finally DO get noticed.
