I'm a PC tech, but my knowledge of multimedia needs work. What are the main concepts of sound and video that a tech needs to understand to support PC multimedia? I'm thinking TV tuner cards, why audio is so quiet sometimes when watching internet videos,....things like that.

simple. video's are quite because they were "recorded" that way! it's poorly copied/made
there's nothing you can do to support it, except to tell the user to crank up the volume.
Your really asking for quite a bit of information, so much its that its overwhelming.
