In the context of the song, it seems to be meant in a good way, her beauty blinds him.

If a guy says that to a girl, it's a compliment. If a girl or a boy say that to another of the same sex, that's most likely an insult. To me, that's a compliment. Depends on the situation, but to me it sounds more like a compliment. Confusing.
