Shipping an order COD means whoever recieves it on the other end is paying cash when it's delivered.

Money orders are nothing more than a check that bank or other financial institutions issue. You take your cash to a bank (or other institutions) and buy the money order in the amount you want.

It used to be the safest form of making/accepting payments, but now there are fake ones around.
