Generally, the answer would be "the judge", but lawyers and judges fight all the time over the "interpretation" of certain laws--that's why cases go to the Supreme Court. Lawyers have to convince judges to rule their way (by accepting their interpretation of a certain law). In a way, that makes them also responsible for the interpretation.

All are...the attorney is responsible to interpret the law for their side.

The judge interprets the law that applies to the case and charges the jury with this law or laws

The jury interprets the facts of the case and applies it to the law as instructed by the judge....

So all three parties are responsible for interpretation
