It is A diamond broker and my father knows him so for the most part I trust him.... Not a fancy store but you can get the most for your money.... as far as size goes I think that a .82 looked plenty big..I would rather have a clear stone than a large low quality stone. As for one of the answers on the J color, I am mounting it in a thin tiffany style white gold band, do you think this will turn out OK? if this is my price range is this the way to go?

Speaking as someone who sells jewelry, it sounds good. EXCEPT, are you going to mount the stone in white gold or platinum? In that case, the J color rating is going to be a drawback. It's going to look yellow against the white gold. Size and clarity wise, good job! Good job too on the GIA cert!
Additional: Budget, trust in the jeweler, and quality of the stone are ALL important. The stone, at 7/8 of a carat, is a good size. Especially in a solitaire mounting. If she is determined to have something even bigger later, you can always add to the mounting without changing an exceptionally clear center stone! As far as the color goes, ask the jeweler to walk outside into natural lighting with you. Take the stone and a white piece of paper. See how it looks in natural lighting against the white background.

Get the largest and best quality that you can afford without going into debt. Don't focus on averages but do spend some time educating yourself about diamonds before making a purchase so you can make a good educated decision. Most girls would rather a 1/2 carat stone of extremely high quality instead of a 1 carat stone with visible inclusions.

Are you sure the clarity is IF? IF, which is Internally Flawless is the second highest grade for the clarity. A stone as large as 0.82 C and IF, you CAN NOT have it for that price.

Just for a purpose of comparison, 0.8 carrot, VS or VVS stone (one to two level below IF) would cost you 8000 dollars or so.

I would be very careful if you are given the price you are mentioning.

For the price, I would expect SI grade.

If your budget is limited, my suggestion is to look for stones in SI grade. If you are REALLY good, you can spot the inperfections with naked eyes, but most people can't see it. Keep in mind, bigger you go (in size), easier to spot the inperfections.

Once again, your price does not seem right.

The diamond will have a warm glow to it. Will her wedding bands have diamonds in it. If the color of the diamonds is better it will be noticeable.

Personally I would go for a better color and a lower clarity. Such as H color and VS 1 clarity.

.82 sounds a little small for the price, I would keep looking. There are better deals out there.
