recently it was announced that the HIP had been postponed until Aug and then only for houses with 4 bedrooms or more. Companies that had been set up specifically to do this have had to lay off or postpone contracts with employees as this category of house is only about 17% of housing stock.

Check out the Estate Agents - some are offering 'free' HIP's (find out who they employ and then ask the guy to do a private job :-) )
