Most schools don't publish a "minimum GPA" since they look at a huge number of factors when admitting students. However, many will list the median GPA/test score and the middle 50th percentile of the previous year's accepted students - this tells you that, for example, 25% of students had above a 3.8, 50% of the students had above a 3.2, and 75% of the students had above a 3.0 in high school. Each college's numbers will be different, and each one uses a slightly different formula to determine which factors are most important.
Your test scores are almost always more important than your GPA, though - high schools vary widely, and what earns an A in one class in one school might be a C in another. Make sure you do well on your SAT or ACT, and that will outweigh a low GPA.

You can't go by what the minimum requirement is. That is the MINIMUM - for people who have some kind of severe disability, or who have some special talent (like a 80% 3-point shooting average). If you are a normal kid then you need a much better than minimum GPA.
Check the stats on the website to see what the average incoming freshman has for GPA, rank in class or SAT. If you are in the middle range for those, then you have a decent chance to get in. Otherwise you are headed for CC.
