Do you think that this is due to the dramatic increase in incarceration, or due to some other factor?

It probably has significantly more to do with an aging population. As the boomers grow older and the overall population average age increases (as it has since 1990), we should expect to see a drop in crime since crime is predominantly an activity perpetrated by the young on the young.

It's 75% the increase in incarceration and 25% strong economy.

The increase in incarceration is big though - it's the same people time and time again. And although maybe technically as a Libertarian I shouldn't support drug laws and technically that's the source of many of the long sentences, anyone who thinks about it for two seconds realizes that if you don't have a regular job and you've got a $300 per week coke habit, you're getting that $300 a week from illegal activities.

I suspect your information is faulty. Cities play with statistics to show the desirability of their community but there has been no over all decline but an escalation in murders, rapes, violent crimes and a staggering number of drug arrests. The amount of credit card fraud has increased. The number of sexual abuse to minors has increased. Child pornography increased.
