sounds like you are on the right track...I would go for a round shaped mirror...it gives the idea of a porthole on a ship...they must have one at Ikea for less than 30 dollars, it doesn't have to look exactly like a porthole but, just be round to give the idea of it...
stencil-ease has the nicest product, as far as stencils go and you can get them for whatever kind of fish or turtles you like...

some plastic matchstick shades in natural colour would add to the seaside theme really well...without being an overload of blue...give the idea of straw huts or similar...looks excellent with the blue...you can do these for less than 15 dollars a blind...

Look at walmart, big lots, or target...... they usually have loads of that stuff on sale. I know the walmart near me has lots of fish themed stuff. Could I recommend dolphins instead.. I did mine in dolphins and it looks wonderful..... When we moved in, the toilet and sink were blue, so we painted the walls to match, got a rug, shower curtain, soap dispenser, toothbrush holder, trash can, toilet brush container, 2 hand towels, and a few pics.... it took us 2 paychecks to get it all, but after it was done, it was awesome..... all in all it cost about 50-60 dollars... including the paint. So not too bad... but a huge dramatic change.. we still get comments on it and it has been 4 years. lol.......
The underwater theme is cool too. but it will be harder to find everything in fish I think, but if you can get a wide variety of underwater animals, it will look like the ocean. Just go to walmart (or someplace similar depending on where you live...) or maybe even a dollar store, and look at what all they have. Take some notes and then go get everything later.
As far as stenciling, I think that is a lot of work and I can't even imagine the pain it will be to put up walpaper, but try looking online at target or walmart for peel and stick wall decals. they are clear backing so it will blend with the paint, and they the only thing you'll be able to see is the picture itself... They are great!!!!!!!

I have a seashore theme in my bathroom and I used tub appliques for the mirror . and i got them in fish . I also went to a garage sale and got ceramic fish to put on the shelf . I went to jc pennys and got a underwater shower curtain with fish all over it . sometimes the dollar store has good toothbrush holders with fish designs on them the same for the soap dish . good luck and I hope I helped .

another thing I know they have is fish decals that are made to go on tile as you can see at this website

they are similar to plastic that you can put on a window, tile or mirror and they can come off easily... another option is rubber stamps you can get fish stamps and paint them in whatever patter of colors you like and stamp them on the wall... its usually a bit abstract as the stamps dont usually give an even color but it would still look nice... sounds like a nice design you have going there good luck with whatever you choose

be careful when doing any themed room, you have to be really careful not to make it tacky and it can be a turn off for potential buyers when you try sell your house!
