Get two foam balls from the craft department of walmart.

Get a larger one and a smaller one. Attach them to each other with a pencil.

Use paint or cut out plus and minus signs to signify the proton and the electron and attach them appropriately.

If you need a quantum mechanical model, then you must represent the electron as a cloud of potential positions and energy levels around the proton. A bit harder to accomplish with foam balls. Maybe a computer animation would be better for that kind of model.

Michaels, Hobby Lobby and Joanns all carry kits for making models of atoms. They include everything you'll need except paint and brushes. My daughter and I did one with the solar system and it was easy to use.
