I asked her out once before, but she said that it would make things awkward between us because she likes my best friend.
He doesn't even live in the same state as us! What should I do to get her to like me as more than a friend?

Well, at least she was honest. Why not look elsewhere for someone of your own.

And you're perfectly within your rights to say to her, Hey, I just wanted to ask you to go to the movies with me - not down the aisle. C'mon - let's go see Pirates.... My treat.

And so she likes your best friend - does he like her? If so, then keep things friendly. If he doesn't then that's cool too.

But how about finding someone else so you don't have to compete with your best friend.

Oh, and when you have found a really nice girl to be with and she is fed up waiting for BF and turns her head towards you - you can always say "Gosh. Too late. You turned me down before - so I found someone else. Sorry."

You can't possibly force her to do something she doesn't want to do. Instead express to her how much you like her. If this doesn't work then i'm sorry to say-just forget her and move on.
One day you'll get a girl who'll love you for what you are.
