99/9 + 9 = 11 + 9 = 20

It said you must use 9 four times, but it never said you couldn't use a larger number with all of its digits equal to 9.

Its a trick question. Maybe the wording is weird. They should have said DIGIT not number. Try this

9+(99 / 9) = 20

first 9x9/9+9 is not 20...its 4.5
99/9=11+9=20 but thats not 4 nines, it is however the only way to get 20 with four 9 digits. is your wording correct?
