its a equation between the speed of the wheel going round and the amount of frames taken per second.

So what basically happens is that you perceive the wheel turning the opposite direction because every next frame has the wheel in a slightly backward possition than the previous frame...in actual fact the wheel moves almost a full rotation to that spot

It is an optical illusion. The speed of the wheels is somewhere near the speed of the film, which is just a long series of snap shots.
