With no detail you will get various answers, yet none of us can relate our thoughts to what may NOT be your situation.

My first thought would be purchase treated "Stringers" and 2 x lumber for rise and tread. Certainly that may not be what you want to do or can do?

To create concrete steps would involve framing forms, and pouring, likely in multiple stages for a DIY.

Certainly then there are metal grids and framing one could craft steps from.

The BLUE BOOK also allows instruction "from scratch" which may be your choice?

I agree, you need to give more information about your question.

How big of set of steps do you want?
What are they going to - into the house, to garage, hot tub, or patio?
You you want them made out of wood, stone or poured concrete?

This is just a few questions that come to mind to help answer your question. I am sure that you can get all the help you need if you would add more details about what you want and even what you have.
