Just cross the Dadar railway over bridge (for pedestrians) or nearby the railway station, you can find some agents offering low-priced hotels. If you are looking for short term accommodation at reasonable tariff go for that. Fix the room rent before you check-in.
I hope you will get within your budget.

Hotel rooms at Mumbai are expensive. And may not be possible in your budget.
Near Dadar and VT stations you may be able to locate a cot with common toilet for your budget. For this also you may have to reach there very early other wise every thing gets filled up.
Also find out if any Yatri Niwas of Railways like the one near New Delhi station. They are safe and cheaper. You can try at Indian Railways web site about this.
Good Luck and Happy staying

On the Tulsi Pipe Rd next to Suvidha stores, there is Laxmi Lodge which is very basic but clean and decent. You will get a room for 2 people with sharing bathroom in your budget range over there. I am sure that there are other such lodges in the vicinity.
