It may take a little effort but newspaper around plants will help keep it out. You can put mulch on top or cover with extra dirt. The paper will help keep the soil damp and is biodegradable.

Mulch and a little time. To us, vegetable gardening is about having fresh and healthy produce for our family. We also try to be frugal about it. The best things to use for mulch are the free things like newspapers and grass clippings that were mentioned above. If you keep your lawn trimmed, there will be very few mature grass or weed seeds in the clippings. You can put down some newspapers if you stay away from the slick advertising inserts, that paper is mostly clay and other chemicals. In the US, most printing inks are made with a soy base, so the cautions about using newsprint with colored inks really doesn't apply anymore. Putting a layer of grass clippings down will make things look better and keep the newspapers from flying about. You will always get a weed or two with mulching, but they are easily taken care of, especially if you take a couple of minutes each morning and walk around the garden with your cup of coffee and pull any that you see. We just lay them on top of the mulch and they become part of the solution. Weeding only gets onerous when you let things go ant then the problem seems overwhelming.

Mulch can help, but I frequently have grass or weeds grow thru my mulch. Weekly weeding by hand is a regular chore for me. Do not use grass clippings. Grass clippings contain....grass seeds! Don't plant MORE grass in your garden. I also use a trowel with a 3 ft. handle on it to dig up tough weeds and grass. There are many products available on the market. I've only tried the mulch, in a 4 inch thick layer, and it didn't work for me.

A lot of people will use grass clipping from their lawn to put around their garden plants. If you put them down thick enough, it will prevent weeds and grass from growing.
If you do not have grass clippings available, try old newspapers. Wet them down, and do several layers thick. This will also prevent weeds and grass from growing.

you need to put down a weed fabric-it is a thick mesh like fabric that doesn't let weeds or grass grow through it. add mulch on top of it to make it more decorative.
