And shouldn't they still do something in private? That not only being the proper thing to do, but being found out later on only defeats the purpose of
keeping it quiet?

It is a symptom of good government, a healthy society, and a symptom of a healthy free press for corruption and scandals to be exposed. We all should be very suspicious when any government, any institution attempts to withhold information or sources which could prove to indicate guilt.

While both parties in the United States occasionally have their scandals, it is truly astounding how much the Bush Administration has managed to avoided public scruitiny for what they have done.. ...truly remarkable, and an unfortunate measure of what the "Republican" party has become.

Scandals, when publicized, discredit those involved much more than the country in which it occurs. Theft is a human characteristic. It can become so widespread within the country's economic/social structure that it becomes institutionalized - and puh-lenty of countries have institutionalized corruption and usually a poor democratic system of government.

If indivudual greed can't be controlled (and revealing scandals is a good way to limit it) then it has to be at the institutional level - and if the institutions are corrupt then much is lost.
