Assuming that you have a Windows operating system , open "Control Panel", open "Regional and Language Options", on the "Languages used in menus and dialogues," click the languages you want.
Also note, if you have Microsoft Word versions 2000 and higher, there is foreign language support (spelling and grammar). I am using Word Vista, and am able to type using the foreign accent shortcuts and French grammar and spelling correction.
