If you contact someone from or that has psychological connections you'll find out there are those that have very little feeling to psychological feelings.
I have two people in my family that are like this, your talking about emotions now, remember. I have never seen them cry at funerals or say anything about the passing of one that's close. At weddings it's as if it happens every day. They've both been married twice and it's like changing clothes, nothing to them.
They have no feeling that anyone has ever seen and, it's a family thing to talk about it. No one has ever seen them feel emotions. Whether this is what your speaking about, I don't know?
I've seen the girl change men three times in one year, one guy she was with for years, it was like here today, gone tomorrow.

As far as I know, most people experience emotion; whether or not they display it or communicate it effectively is another matter entirely. I don't know of any known disease or condition that actually causes a person to LACK emotions, although there are several neurological and psychological conditions that cause people to be unable to express them well.
