Am unsure which country your in and the benefits your country offer so I cant help.
I do know that any humane vet regardless of where they are in the world will treat your animal and arrange a payment plan. No vet will watch an animal suffer regardless of the illness (if the dog is in pain uncomforatable that is) and if the vet dont help he isnt a true vet

There is an organization that does help in the treatment of dogs. I'm sorry I don't know the name. I heard my vet giving telling another patient about it. They pay for things like heart worm treatments, spay/neuters, medical treatments, etc. Ask your vet if he knows of one.

Check online for pet or dog insurance. It's not something every should get but if you need it then you need it.
Also, if money is an option, most animal hospitals will help you out with a payment plan.

If your in the UK and are on benefits then the PDSA will treat your pet for free,or if you can afford it for a donation to help other pet owners who would struggle to afford vet care.

They offer certificates ( discounts)toward some services through participating vets in your area.
You'll have to fill out their certificate and locate a participating Vet. You will get a break with some services.
Also call your local ASPCA, In the larger cities, if your a resident,there are certain days in some of the cities boroughs that they set up their services in a mobile unit, They are prepared to check the health of your pet. Primarily they offer spray and neutering to prevent unwanted pet pregnancies.

if you are on a low income try the PDSA, the RSPCA(SSPCA if you live in Scotland) or any other animal welfare charity.
if you are not on low income get your wallet out and pay for it yourself, you got a dog look after it!

If you are on benefits you could go to PDSA. The RSPCA might advise you too. The main thing is to get your dog treated if he needs it!

if you are on any benefits you can get help with the pdsa, if not and you have no insurance ime afraid you have to pay for treatment yourself.
