My rainbow lorikeet is not looking to good his feathers are dull, is it because he is inside all day and only gets to go out side on the weekends ? Is it true he needs sun?

It is true that he needs sun, for vitamin D (sun coming through the windows does not count, it needs to be unfiltered but he still needs shade of course).
Try to put his cage outside for at least an hour or two in the day (while you are at home, or you could get an outdoor aviary to place him in while you are not at home). Another option is to buy a full spectrum light for the cage.

Dull feathers are often due to diet, make sure his diet is varied and good quality. Be sure you are including lorikeet mix, vegetables, fruit, and you might want to also try dandelion leaves (which are actually very good for them), grass, cooked pasta, cooked brown rice, and cooked meat.

If there are quite a few black stripes or bars on his body, they are called stress bars. Something is upsetting him a lot so you'll need to investigate his environment, diet, attention he recieves, etc.

Dull feathers may be due to other things as well, can't remember from the top of my head.

If you have him on an appropriate diet for lories it could be something as simple as needing access to bathing. All the lories I have worked with are enthusiatic bathers or love to be sprayed with water and it improves the sheen on their feathers immensely.
