i don't intend to sell any, just want one for personal beverage making. is that illegal?

I've never heard of a State that did this. Possibly UPS or the delivery service might require an adult signature for beer making kits but I doubt it.

Only time you run into trouble making your own beer, wine, whiskey is when you sell it. A wine making kit is virtually the same animal so if they dont sell beer kits, get a wine kit. Then order the beer supplies.
I made beer for about 6 years. Very good stuff. Now I just make wine using the same vats as I had for beer.

It's your home, It's not illegal to make beer for personal consumption.
