how can i convert my pics into cartoons?

what software can i use and please give me instructions

I use Corel Painter IX (Free 10-trial at the Corel website).

I then put a transparent layer over the original image and use a Wacom Tablet to trace the picture & fill in the colors.

i had a kodak camera and i used the software on the cd. it was the kodak software and all you do is go to edit, fun effects and cartoon
