It's a safety issue, as has already been pointed out. NASCAR has in the past tested rain tires (treaded tires as opposed to racing slicks), but the problem with those is that the fenders on the cars sit close enough to the tires so that the water displaced by the tire treads cycles back onto the tire, making a bad grip problem even worse.
Other racing series use rain tires, but only sparingly.
Aside from that, considering the poor quality of Goodyear's tires for NASCAR the past few years, it's best that the sport focus on getting a good racing slick developed before making another attempt at rain tires.

For starters, Indy cars also do not drive in the rain for the same reason Nascar cars don't. and that is because the tires don't have treading on them. It's a safety thing too. If the drivers were to drive in the rain the cars would be sliding all over the track crashing into each other and into the walls.

The Indy race wasn't run in the rain for one example. They only run road course in the rain. Remember they called the race because it was over half way and was raining, that was before all the time spent sitting around from the rain. Nobody has developed a grooved tire for that heavy of a car. All that aside, it's a safety issue.

NASCAR does not use rain tires, and they wouldn't work well on an oval anyway. The windshield would fog up and the driver would be blind. They have no windshield wipers. The rain coming in through the open window would be very distracting to the driver and probably cause a crash. Is that good enough? Indycars do not race in the rain on ovals, just road courses. There's more run-off area, and sandtraps, if they get into trouble.

Not a safe practice on the oval tracks,even INDY had a rain delay Sunday of 3 or so hours.Road course do run in the rain and NASCAR has provesions to run rain tires on the road courses.Infact this was done in a NASCAR exibition race in Japan one year.

Nobody runs on ovals in the rain even Indy cars. Its for safety. The speeds are just too high. You can run on road tracks in the rain because of the lower speeds and they generally also have run off areas instead of a wall right at the edge of the track.
NASCAR will race in the rain on road courses with a treaded tire just like Indy Cars and F1.

indy cars only drive in the rain on road courses and they have rain tires. they also weight half as much. and turn all directions. nascar weights more and usually turns left. it would put to much stress on the cars and tires to make it work right. they tried it a few times. it didnt work. but thats why.

A while back, NASCAR had plans (and actually used them once in Japan for a exhibition race) to do road course races in the rain (Indy, Champ, and F1 does the same thing on road courses only). But after several road course races where rain was never an issue, or never happened except for testing sessions, NASCAR ditched it, and went back to dry weather only for road courses.
Im sure though if it becomes an issue again, NASCAR could try to run races in the rain at road courses again.

Darrel Waltrip said it's because the car's weigh 3400 pounds and nobody can develop a decent treaded rain tire for them.
Indy car's don't race in the rain because of the 'spray' in the drivers faces. They can't see!
During the exhibition race in Japan a few year's ago they used rain tires, one wiper, a windshield defroster, and a 3rd brake light in the rear window. But that was an exhibition race so they had to do that stuff because they couldn't just hang out in Japan and wait for the weather to get nicer.

For starters, in any racing series....it's a safety concern to be driving at 150 + in the rain. That's why NASCAR doesn't do it and why it wasn't done at Indy.
It's now only done on road circuits. NASCAR does have treaded tires but will only consider using them at Watkins Glen and Sonoma. NASCAR doesn't like using them out of concern for safety.
