its true there are no japanese fighter to ever hold an ibf or a wbo title in any weight class even in rankings there are no japanese fighters rated in these organization

Japan does not recognize the IBF or the WBO.

There are now four sanctioning bodies (let's call them "SBs") and each one must be paid a hefty fee (by the fighters) to get a fight "sanctioned" if the result is going to involve an IBO or IBF title.

The proliferation of SBs is a sham, as is the creation of so many additional weight classes. One organization's "Junior Middleweight" is another's "Super Welterweight," even though they fight at the same weight

This charade is intended to make it possible to have a lot of "championship" bouts. It seems like everyone is sombody's "champion."

The ratings published by these groups are laughable:The WBA middleweight champion may not even be rated by the WBC or either of the other two organizations. Best case, the WBA's champion may be the number 7-rated contender by the WBC. If the fighters don't pay a fee, they don't get recognized.

One reason for this mess is that each SB wants to have its own champion so they can get their fees. That's why some really good fighters are not highly ranked.

The Japanese have decided not to play the SBs' game. Good for them.

The Japan Boxing Commission does not recognize the IBF and WBO. Therefore you will only see Japanese fighters in WBC and WBA organized fight. Its as simple as that.
